The Department of Court Records will be CLOSED on
Wednesday, December 24, 2014; Thursday, December 25, 2014;
Wednesday, December 31, 2014; and Thursday, January 1, 2015.
In May 2005, Allegheny County voters approved the consolidation of six elected row offices, including Coroner, Jury Commission, Prothonotary, Clerk of Courts, Register of Wills, and Recorder of Deeds. On January 1, 2006, the elected County Coroner became an appointed Medical Examiner, and the Jury Commission responsibilities were assumed by the County Courts.
On January 7, 2008, the Department of Court Records combined the offices of the Prothonotary, Clerk of Courts and Register of Wills. County Executive Onorato appointed Kate Barkman as Court Records Director. On that date, the elected offices of Prothonotary, Clerk of Courts and Register of Wills of Allegheny County ceased to exist.
Although the word “Prothonotary” is no longer used in Allegheny County, you may still see references to it. Other counties in Pennsylvania still have a Prothonotary. The Department of Court Records, Civil/Family Division performs the functions of the Prothonotary, and has administrative control and responsibility for keeping and maintaining all official documents and records, as well as the official Seal of the Civil and Family Divisions of the Court of Common Pleas. The Civil Division of the Department of Court Records includes the General Docket, Arbitration Docket and Statutory Appeals Sections, while the Family Division of the Department of Court Records includes the Adult and Juvenile Sections.
The Department of Court Records, Civil/Family Division accepts documents for filing, issues writs, initiates execution proceedings, takes bonds in civil cases; and processes appeals from the minor judiciary, Board of Viewers and administrative agencies to the Court of Common Pleas and from the Court of Common Pleas to the appellate courts. In addition, The Department of Court Records, Civil/Family Division has miscellaneous record keeping duties such as the recording of notary public signatures, mechanics' liens, municipal claims and tax liens.
All of the records maintained by the Department of Court Records, Civil/Family Division are available to the public unless they are sealed by the Court. Since the office became automated on January 3, 1995 many of the records can be viewed by use of the public access terminals throughout the various offices or over the internet via the Civil Docket Access web site. Any court proceeding that was initiated after the automation date is wholly contained in the computerized docket while the docket file is available for closer inspection if needed.
Filings in cases that were established prior to, but presented for filing after the automation date are docketed in the computer, while the earlier filed papers are maintained in the former written dockets throughout the respective offices. The older records are still retrievable through the various Civil Docket Access indices and dockets maintained in the office or in the court's storage facilities.
