Chelsa Wagner became Controller of Allegheny County in January 2012.
A native of Pittsburgh's Beechview neighborhood, Wagner is a graduate of Seton-LaSalle High School, the University of Chicago, and the University of Pittsburgh School of Law. She worked as a business analyst reforming large state and local governments and as an attorney in private practice before being elected to the Pennsylvania House of Representatives in 2006. Over three terms, Wagner focused on issues of local importance such as community development, inter-municipal cooperation, and dedicating funding to our neighborhood libraries, and was a strong proponent toward reforming the way business is done in Harrisburg, sponsoring legislation for stronger campaign finance regulations.
The office of the Controller and its functions are established and governed by the Second Class County Code of the Pennsylvania Consolidated Statutes. The Controller is the chief elected fiscal officer of Allegheny County and provides general supervision and control of the County's fiscal activities.
The Controller has the responsibility to prescribe and maintain the accounting systems of the County and the authority to conduct audits of all County expenditures and offices. The Controller is the final, independent check on the fiscal activities of the executive and legislative branches of County government, as well as the independently elected row offices.
The Controllers Office is comprised of the Accounting Division, Auditing Division, Management Systems Division, and Support Services Division.
