James R. Ellenbogen grew up in the City of Pittsburgh, and after graduating Peabody High School, went on to graduate from the University of Pittsburgh in Economics and Finance. He is the proud father of two children.
James has earned a wide range of certifications, including Penn State University’s Technical Assistance Program, Management Training from Allegheny College; he’s certified as a United States Biological Responder, as well as earned certification from Jacksonville State in Terrorist Response, and many others.
James is the Chief Enforcement Officer for the Pennsylvania Department of Revenue, and has over 30 years of State, City, and County experience. Over his career, James has held the positions of Chief of Operations for the Allegheny County Special Services Department, Administrator of the City of Pittsburgh DPW Department, and he was a former Director in the County Treasurer's Office.
He has been a resident of District 12 for the last 23 years, and has been active in many charitable and professional organizations. James believes in a strong independent Council that represents the will of the people and looks forward to the challenges of helping Allegheny County continue to grow.
