Homeless Alliance Advisory Board

The Homeless Alliance Advisory Board is a public/private partnership formed to assist Allegheny County, the City of Pittsburgh, the City of McKeesport and the Municipality of Penn Hills in reviewing public policy, programs, activities, data and all other efforts that will eliminate homelessness and improve the wellbeing of homeless persons and families. 

The Allegheny County 2014-15 Continuum of Care Ranking

DHS is the designated lead for the PA 600 Continuum of Care (CoC) Application for HUD 2014. As mandated in the HEARTH ACT regulations, the CoC is required to evaluate all new and renewal grants and rank them according to an established evaluation process. The Evaluation Committee met on October 8, 2014 to finalize the recommendation to the Homeless Advisory Board for the ranking of all projects for this year’s application.

Purpose

The Homeless Alliance Advisory Board will, at a minimum, perform the following:

  • Review, advocate for, and promote positive changes in public policy on Homelessness. 
  • Advise Allegheny County, the City of Pittsburgh, the City of McKeesport, and the Municipality of Penn Hills on issues affecting people who are or who are at risk of being homeless.
  • Review, make recommendations to, and endorse the Annual Submission of the Continuum of Care.  Monitor HUD’s priorities in the delivery of services to people who are homeless and ensure that Allegheny County has met those priorities in its Continuum of Care application.
  • Identify gaps and prioritize housing and services in the Continuum of Care.
  • Assist in implementing the goals and objectives outlined in the Allegheny County 10-year Plan to End Homelessness

Membership Structure

The Homeless Alliance Advisory Board is convened by the Allegheny County Department of Human Services by invitation of the Director of the Allegheny County Department of Human Services and is comprised of representatives from:

  • Allegheny County government (3 representatives)
  • City of Pittsburgh government (1 representative)
  • City of McKeesport government (1 representative)
  • Penn Hills government (1 representative)
  • Public safety (1 representative)
  • Provider representatives (3 representatives)
  • Housing developer (1 representative)
  • Public health (1 representative)
  • Veterans (1 representative)
  • Faith-based community (2 representatives)
  • Academic community (1 representative)
  • Present or former consumers of homeless services (3 representatives)
  • Foundation community (2 representatives)
  • Business community (2 representatives)
  • Others as appointed by the director, Allegheny County Department of Human Services

The Homeless Alliance Advisory Board representatives will be appointed by the director of the Allegheny County Department of Human Services, or his/her designee. 

  • All appointed members must have an interest and commitment in serving on the Homeless Alliance. 
  • Sixty-five percent of the Homeless Alliance Advisory Board will be from non-governmental bodies. 
  • Members will serve on the Advisory Board for a period of one year and may be re-appointed as long as they meet the requirements for service and have an interest in continuing to serve.

Attendance

  • Members must attend 75 percent or more of the Homeless Alliance Advisory Board meetings over the period of a year or have an excused absence.
  • Members unable to attend at least a minimum number of the meetings will be asked to resign and a new member will be appointed by the director of the Allegheny County Department of Human Services to fill this position. (This requirement excludes government officials appointed by the designated body.)

Administrative Oversight

  • The Allegheny County Department of Human Services will be responsible for the overall notification and distribution of the minutes for the meetings and staffing of the meetings.
  • A designated person will be responsible for the minutes and general oversight of paperwork.
  • All meeting minutes and formal documents will be kept on file at the Allegheny County Department of Human Services.

Officers

  • The officers for the Homeless Alliance Advisory Board consist of the following members: chairperson, vice-chairperson, and secretary.
  • At the first meeting of every year the chairperson, vice-chairperson, and secretary will be elected by the Homeless Alliance Advisory board members. These individuals can be re-elected consecutively up to two two-year terms per position or until they no longer represent a specific group as established above.

Executive Committee

  • The Executive Committee consists of the Homeless Alliance Advisory Board Chairperson, Vice-Chairperson, secretary and the Deputy Director of the Allegheny County Department of Human Services/Office of Community Services. 
  • The Executive Committee will set the meeting agenda for the Homeless Alliance and provide coordination and collaboration between subcommittees, the 10-Year Plan, and the Continuum of Care.
Meetings

  • The Homeless Alliance Advisory Board will meet quarterly, at a minimum, on the fourth Tuesday of designated months.
  • Quorum: At any meeting, a quorum shall consist of 60 percent of the appointed members present and as long as either the Chairperson or Vice Chairperson is present.
  • Voting: The voting on all questions before the Alliance shall be by voice vote, raising of hands, or other effective method.  The Chairperson shall vote in all matters unless there is a conflict of interest regarding a specific issue.  All votes will be preceded by a motion, discussion, and amendments to the motion, when necessary.  All votes will be made part of the minutes and will be available to the public upon request.  Only appointed members of the Homeless Alliance Advisory Board will be permitted to vote, although guests and members of the public will be permitted to testify before the Board prior to a vote being taken.
  • Roberts Rules of Order, Newly Revised, shall govern at all meetings.
Reporting Process
  • A written annual report will be prepared and posted on the Allegheny County website. The report will reflect the diversity of the membership; identify the progress made to date; and issues that will be worked on over the next year or two.
  • The chairperson of the Homeless Alliance Advisory Board will present the annual report at the Annual Meeting in November of each year. 
Committees

To achieve its mission, the Homeless Alliance Advisory Board will establish committees to address issues identified in the Continuum of Care, the Ten Year Plan, and other areas as they are identified.

  • Ad Hoc and Standing Committees may be formed as issues are identified by the Homeless Alliance or the general community. A Committee chairperson will be designated by the Chairperson of the Homeless Alliance Advisory Board to take on specific issues. A specific time frame will be established for the newly formed committee.
  • Committee Structure
    • Each Committee will have a designated chairperson and co-chairperson. Committee chairpersons or co-chairs will be asked to serve by the Chair of the Homeless Alliance Advisory Board and serve until the committee has reached its goals or for two years, whichever comes first.
    • All Committees will meet at least quarterly.
    • Each Committee Chairperson will be invited to attend all Homeless Alliance Advisory Board meetings and may be asked to provide a report of the Committee’s progress at such meetings.
    • In the event a Committee Chairperson cannot attend a Homeless Alliance or Executive Committee meeting, the co-chair or designated representative from the committee may attend in his or her place.
    • In the event that a specific committee has achieved its specific goals or there is a desire to merge committees, the Chairperson from the committee will place this item on the agenda of the Homeless Alliance Advisory Board and a vote will be taken to act on the change in structure.
    • Each Committee will keep records of attendance and minutes.
    • Quarterly summary reports will be prepared and distributed to the Homeless Alliance Advisory Board. In addition,
    • Quarterly reports will be posted on the County website.
    • Each committee chair or his or her designee is responsible for reporting to the Homeless Alliance Advisory Board the goals and objectives that they have addressed in the Ten Year Plan and bringing forth new issues as they arise.
    • Each committee will establish a regularly scheduled date, time and location for meetings. This information will be posted on the Allegheny County website.
     
Expectations of Advisory Board Members
  • Members will participate in an educational forum to learn about the state of homelessness in Allegheny County and the Continuum of Care process.
  • Members will attend quarterly meetings.
  • Members will engage in dialogue with local groups to assess the status of homelessness in Allegheny County and receive technical assistance regularly from these groups.
  • Members will assist in the implementation, evaluation and revision of the 10 Year Plan to End Homelessness.
  • Members will promote cross system collaboration and partnership throughout the Continuum of Care including the maintenance and expansion of funding for homeless programs.
  • Members will participate in the annual Continuum of Care process including goal and priority setting, project review and endorsing the Continuum of Care application.
  • Members will review policy and promote changes in public policy on homelessness through advocacy and participation in the legislative process.
  • Members will help to steward the systematic work of Alliance subcommittees through cross education, advisement and endorsement.
