Housing for Low-income Families and Individuals
Allegheny County supports programs that assist homeless individuals and families to achieve residential stability, increase their skill levels and/or incomes, and obtain greater self-determination.
- Emergency Shelter
Persons who are in immediate need of housing and are homeless (i.e. have no permanent legal residence of their own) can find a refuge and source of care in an emergency shelter. Reasons for seeking shelter may include fleeing from domestic violence and/or loss of housing due to loss of income, physical health and other related issues. Shelters offer refuge to those fleeing domestic violence, families, single men, single women and youth.
- Payment Assistance
Renters and home owners who are at risk of becoming homeless may receive payments for rent, mortgage arrearages, security deposits, and utilities to prevent and/or end homelessness or near homelessness. Emphasis is placed on the prevention of homelessness for families with children.

- Innovative Supportive Housing Services
Homeless persons can take advantage of custom-designed case management to take them from their current circumstances to placement in stable housing.
Community Human Services Corporation
- Bridge Housing
Families and individuals who are homeless (including living in shelters) can use bridge housing for up to one year while receiving case management services with the goal of securing permanent housing. Bridge housing assists families, single men, single women and veterans.
- Transitional Housing
Families and individuals who are homeless (including living in shelters) can use transitional housing for up to 24 months while receiving case management and other related services with the goal of securing permanent housing. Transitional housing assists those fleeing domestic violence, families, persons with HIV/AIDS, single men, single women, veterans (families and individuals) and youth.
- Case Management
Homeless adults get the support they need to achieve the goal of self-sufficient living. Case Management includes reaching goals in the areas of basic life skills, financial management, parenting skills, home maintenance, job preparation skills and / or employment skills.

- Shelter Plus Care
Homeless individuals and adult family members who are kept from working due to a physical or mental disability or an addiction may be provided with permanent housing and supportive services through Shelter Plus Care. Shelter Plus Care assists single adults and families with mental health concerns and single adults.
