Current DHS staff members
Any DHS employee who has, or has had regular civil service status can bid on the position without testing by submitting a completed 
Pa. State Civil Service application to DHS provided the position for which s/he intends to apply would be a demotion, a transfer or a promotion under ‘promotion without examination’ from the next lower class as stated on the DHS job posting.
Any DHS employee who does not have regular civil service status OR is applying for a position that would not be a demotion, a transfer or a promotion under ‘promotion without examination’ from the next lower class as stated on the DHS job posting, must take the appropriate Pa. State Civil Service examination. The state classification and code to determine the appropriate examination are identified on the DHS job posting. Persons who are not DHS staff members
Anyone not employed by DHS who is seeking employment through the Pa. State Civil Service must take the appropriate Pa. State Civil Service examination for the desired job title. Details of the job are available by opening the ANN# link associated with the job on the SCSC Open Career Opportunities page. His/her test results will be mailed to the candidate and retained by the Pa. State Civil Service. The candidate’s name will be added to an eligibility list. As positions become available, candidates will receive an availability survey by mail from DHS to determine their interest in the position.
NOTE: SCSC examination results remain valid for one to three years depending upon the examination taken.

To apply for a position covered under Pa. State Civil Service, an employee must complete an SCSC application by the closing date of the posting.
