
Which Way Out? was a national conference held from November 14-16, 2007 that highlighted Allegheny County’s efforts to divert persons with mental illness from the criminal justice system.
Workshops highlighted local programs at the five intercept points along the Sequential Intercept Model—addressing the elements of success and the challenges to planning, implementation, evaluating, and sustaining programs that decriminalize behavioral health disorders.
National model programs in the areas of police-based crisis intervention, pre-/post-booking jail diversion, specialty courts, re-entry and reintegration, and community supervision for persons with mental illness, substance abuse and/or co-occurring substance use and mental disorders were also presented.
Who Attended
This conference attracted individuals interested in justice-related behavioral health issues, including those from law enforcement, local and state corrections, behavioral health and other service provider agencies, court personnel, policy and program decision-makers, and behavioral health consumers and families.

Henry J. Steadman, Ph.D., president and founder of Policy Research Associates discussed the future of diversion.
