Job Title: Audit Manager
Department: Controller's Office/Auditing Department

SALARY: $54,000.00 - $67,300.00 per year

Minimum Requirements:
Must be a Certified Public Accountant AND have a Bachelors Degree in Accounting or Finance AND three (3) years related experience. An equivalent amount of education or experience may be substituted.

Applicants who meet the above requirement and who have auditing or related experience in the public sector or who have previous supervisory experience are preferred.

Position Summary: The Audit Division promotes efficiencies, assists in preventing and detecting fraud, and ensures that there is full accountability regarding proper handling of government funds, compliance with applicable laws and regulations and achieving organizational purpose throughout Allegheny County government offices, programs and authorities. The Audit Manager leads the audit team and initiates an audit through proper planning, monitoring, and assisting group members on each audit. The Audit Manager ensures that the divisions quality control procedures have been performed throughout the audit process.

Duties:

  • Develops yearly audit plan and audit objectives based on evaluating level of expenditures and risk assessments and achieving a broad coverage of County offices, programs and authorities.
  • Participates with Assistant Deputy Controller, Auditing in development of audit objectives and performance of risk assessments to focus audit efforts on critical functions or financial activities of the auditee.
  • Communicates with auditees during entrance and exit meetings to address areas of interest relating to the audit. Provides audit progress reports as needed to auditee.
  • Works with supervising auditors to identify audit findings and recommends corrective actions.
  • Evaluates auditees responses to audit report to ensure planned action adequately addresses identified weaknesses.
  • Conducts scheduled follow-up evaluations of the implementation of corrective actions to measure the extent to which the auditee had complied with the corrective plan.
  • Creates an annual report that details resource allocation by project, completed work projects, and measures the implementation of recommendations.
  • Develops audit program, time budget and resource allocations for assignments.
  • Works with supervising auditors to identify findings and recommendations to strengthen internal controls and recommend corrective action.
  • Monitors progress of field work assignments.
  • Encourages productivity and teamwork and assigns auditing tasks to the staff that challenge and broaden their knowledge, experience and professional abilities.
  • Performs other related duties as required or requested.

Knowledge, Skills, and Abilities:
Knowledge of:

  • Windows based spreadsheet/word processing package (ERP experience preferred)
  • Accounting and auditing principles and standards
  • Government accounting
  • Principles and practices of supervision

Ability to:

  • Work independently
  • Respond to changing priorities and to accomplish a multitude of tasks in a timely fashion without close supervision
  • Maintain high attention to detail and organizational skills
  • Manage multiple tasks simultaneously

Residency: Must become a resident of Allegheny County within one (1) year of appointment.
