Cuts in federal and state aid force spending reduction of $37.2 million

PITTSBURGH — Allegheny County Executive Dan Onorato presented his 2012 Comprehensive Fiscal Plan to County Council this evening, his eighth consecutive budget without a property tax increase. Onorato’s proposed 2012 operating budget is $37.2 million less than the 2011 adopted and totals $730.5 million. The budget reflects the state and federal funding cuts, in the areas of Department of Human Services, Shuman Juvenile Detention Center, Public Safety Grants and Court Grants.
“The county has adjusted to the state and federal funding reductions,” said Onorato. “As a result, the County reduced its expenditures in order to present a balanced budget.”
The proposed appropriation budget has reductions in all departments, including the Department of Human Services ($19.3 million), Juvenile Court Placements ($1.4 million), CCAC funding ($7.0 million), Health Department for jail medical expenses ($1.2 million) and Non-Departmental Charges ($2.0 million). In addition, it is anticipated that approximately 120 positions will be eliminated through attrition. The proposed budget will not result in any layoffs.
The County Executive also presented the Capital Budget of $91.3 million, the Grants Budget of $735.7 million , and the Special Accounts Budget of $84.1 million.
