PITTSBURGH – The Allegheny County Department of Human Services (DHS) has been awarded a 2012 Digital Government Achievement Award for its use of technology to build an integrated service delivery model. The award was presented by the Center for Digital Government, a research and advisory institute that recognizes best practices in local and state government.
“We are honored to have received this recognition, and for what it says about our commitment to improving the way that government functions,” said Allegheny County Executive Rich Fitzgerald.
The award was presented to the county for its development of a process that combines the key criteria of functionality, innovation, improved efficiency, and enhanced collaboration.
The award-winning integrated service delivery model developed by the county created a framework on which a variety of systems could be built to function independently or together. The framework was developed over several years and one of its advantages was that, as new systems were developed, they could be made compatible with those already built on the framework. The integrated systems include: the Master Client Index, a repository of all clients served by DHS; the DHS Assessment Tool, a tool to conduct common assessments; the Key Information Demographic System (KIDS), a case management system that integrates Child Welfare with the Courts and Juvenile Probation; an interface with the Jail Collaborative, a tool that integrates KIDS with the jail system; and the Master Provider Enterprise Repository, a repository of all of the DHS providers.
The model has resulted in numerous benefits, including improved collaboration between offices within DHS and other government agencies, stream-lined business practices and reduced costs.
The Digital Government Achievement Awards spotlight outstanding contributions including agency, departmental and other websites as well as projects at the application and infrastructure level. Winners will be recognized at a workshop and ceremony on September 13.
