Energy Efficiency & Conservation Block Grant (EECBG) - $8,094,300

Allegheny County will utilize its EECBG formula funding to invest in eligible energy efficiency activities that will result in substantial reductions in energy usage and costs; deliver immediate and sustained reductions in the county’s CO2 emissions, reduce maintenance costs and enhance reliability and create local green jobs. A primary goal for Allegheny County is to invest its EECBG funds through eligible activities that will provide solutions to long-standing energy cost issues.  Allegheny County proposes to do two energy saving programs:  The Energy Savings Performance Contracting (ESPC) Program and the Allegheny County Energy Program for Municipalities (ACEPM).

Energy Savings Performance Contracting Program (ESPC)

The largest portion of EECBG funds to be invested by Allegheny County will establish an energy savings performance contracting program (ESPC) for Allegheny County facilities to accelerate the implementation of energy efficiency projects and measures in County-owned facilities. EECBG funds will be used to implement energy conservation measures prescribed by an Energy Service Company (ESCO) following their investment-grade energy audit of county buildings and associated infrastructure. The ESPC program aligns with the eligible activity, Energy Efficiency Retrofits. The ESPC program goal is to improve existing buildings and facilities and lower the county’s energy costs and reduce emissions. The ESPC program will provide substantial, sustainable, and measurable energy savings, and will create local economy jobs during the period of installation and implementation.

Allegheny County Energy Program For Municipalities (ACEPM)

Allegheny County will achieve an optimal level of energy efficiency through the development of an energy program to assist County municipalities.  The goal of these activities is to provide substantial, sustainable, and measurable energy savings while also providing for a regional benefit to Allegheny County.  Since Allegheny County is comprised of 130 separate municipal governments, efforts to address energy conservation through ACEPM programming are more than adequately addressed.  Based upon a survey done by Allegheny County, 126 municipalities are interested in participating in this program.
