HPRP Program Highlights
- HPRP funding will provide short-term rental assistance (participants must requalify every 3-months for a maximum of 12 months of assistance) of rental & utility assistance (including arrears), as well as relocation services, to individuals & families who are at-risk of becoming homeless or are already homeless.
- HPRP program participants will also be provided with case management & social services as needed so that once the HPRP-funded rental & utility assistance is no longer available, they will be able to maintain their housing.
Participant qualifications include:
- Homeslessness: includes verification of sleeping in places unfit for human habitation, a resident of an emergency shelter and having received eviction/foreclosure notices, etc.
- Household income: must be less than 50% of Area Median Income (as defined by HUD).

- No other means: Participants must demonstrate a clear need for HPRP assistance
- Participation: Participants must actively participate in all consultation and case management services offered and provided and actively work towards self sufficiency with their assigned case manager.
- HPRP Funding CANNOT be used for mortgage payments or foreclosure prevention.
Funding Uses
Lead Agencies:
will be responsible for the following:
- Client screening, eligibility determination and case management, which includes housing needs, employment needs and social service needs.
Assisting HPRP participants in locating housing, and achieving financial self-sufficiency through employment and social services.
- The 5 Lead Agencies will be: ACTION Housing, Urban League, Community Human Services, Veterans Leadership and North Hills Community Outreach
Apartment Search Locator & Housing Quality Inspections:
- Three Rivers Community, Inc. has been selected to provide the above-referenced services , which includes identifying apartments, building relationships with landlords and conducting housing quality inspections.
Legal Services:
- Neighborhood Legal Services has been selected to provide legal services as needed.
Call Center & Homeless Management Information System:
- The Allegheny County Department of Human Services has been selected to provide the above-referenced services, which includes staffing a call center, where all interested participants will call-in and will be pre-screened for eligibility and assigned to a Lead Agency for case management. The Homeless Management Information System is a nationwide database where information will be entered on all HPRP participants.
