DHS Employment Opportunities
The Allegheny County Department of Human Services (DHS) is responsible for providing and administering human services to county residents. DHS is dedicated to meeting these human services needs, most particularly to the county's most vulnerable populations, through an extensive range of prevention, early intervention, crisis management and after-care services provided through its executive, program and support offices.
DHS utilizes two merit systems to fill most open positions. One merit system is administered by the Pennsylvania State Civil Service Commission (Civil Service). The other is administered, by the Allegheny County Department of Human Resources (HR). Together, they provide for an open and competitive employment process for all interested and eligible candidates. In all cases, candidates must meet the minimum qualifications for the position, must pass an examination (if required) and receive a score that results in placement on the eligible list.

Most DHS positions not covered under Pa. State Civil Service are filled through the merit system administered by the Allegheny County Department of Human Resources. These positions are posted on the Allegheny County Department of Human Resources job site. Candidates must submit a completed Allegheny County Employment Application to the Allegheny County Department of Human Resources, County Office Building, 432 Forbes Avenue, Room 102, Pittsburgh, PA 15219, by the closing date of the posting.
Candidates are placed on an eligibility list for the position. Interviews are dependent upon the candidate’s placement on the list. Applications are retained by the Allegheny County Department of Human Resources until the posting is closed and/or the position is filled.
