Allegheny County’s Climate Action Plan will create a vision and roadmap for greener, healthier communities, and sustainable, efficient county operations and programs that reflect the voices of the community.

Hearing from as many Allegheny County residents, organizations, businesses, and public agencies as possible is a critical priority in the development of the Climate Action Plan.

The Allegheny County Climate Action Plan (CAP) will include ways to reduce harmful greenhouse gas emissions that contribute to climate change, including strategies for county government and for the county as a whole. Part of this initiative aims to create new jobs, help people save money on energy bills, support local businesses, protect parks and natural areas, and improve people's health. All of this will make life better for everyone in Allegheny County.

From April 2025 to July 2026, the Allegheny County Sustainability Department will work with a team of experts to create its first Climate Action Plan (CAP). The process is designed to engage people who live in the county, local organizations, business owners, and government agencies. Informed by community input and robust data analysis, the team will create a plan that is aspirational yet achievable.

Partnering organizations in the planning efforts include ICF, evolveEA, Allen & Shariff, Black Girl Green World, and Na'Toria.

The CAP is being developed in close coordination with similar efforts throughout the region, as well as the ongoing Allegheny County Hazard Mitigation Plan and Comprehensive Plan, to ensure community voices are reflected, important feedback and data are shared, strategies and recommendations are aligned, and cost-savings are recognized.
