Emergency Declaration for Allegheny County

PITTSBURGH – County Executive Sara Innamorato has declared a countywide disaster emergency following the severe weather event on Friday, June 6, which brought sustained heavy rain and thunderstorms that caused flash flooding across Allegheny County. The most significantly impacted areas include Monroeville, Penn Hills, Pitcairn, White Oak, McKeesport, North Versailles, Wall Borough, and parts of Plum.
Allegheny County Emergency Services (ACES) responded Friday afternoon and evening, coordinating water rescues and assessing damage as floodwaters receded. Five swiftwater teams—from Glassport, Elizabeth, Jefferson, and Blawnox—were deployed to White Oak, McKeesport, and North Versailles. At least three rescues were conducted: two from homes in North Versailles and one from a vehicle on Route 48 in White Oak. Fortunately, no serious injuries or fatalities have been reported.
Multiple reports of landslides are under investigation. Cleanup and damage assessments began Friday evening and continue today, Saturday, June 7, with Allegheny County working alongside municipal partners, the American Red Cross, and the County Department of Public Works to support impacted communities.
With more rain and thunderstorms expected Sunday and Monday, residents are urged to clear storm drains, downspouts, and ensure creeks and streams are free of obstruction to help reduce the risk of further flooding.
The text of the declaration follows:
WHEREAS, on Friday, June 6, 2025, Allegheny County experienced a severe weather event marked by sustained heavy rainfall and flash flooding that caused significant damage across several municipalities, including Monroeville, Penn Hills, Pitcairn, White Oak, McKeesport, North Versailles, Wall Borough, and parts of Plum; and
WHEREAS, the ongoing impacts of this flooding event—including multiple water rescues, reports of landslides, debris-blocked roads, damaged homes and structures—pose a serious threat to the health, safety, and welfare of a substantial number of residents in Allegheny County and have created conditions beyond the County’s capacity to manage through normal operations; and
WHEREAS, multiple municipalities have reported major impacts, and coordinated emergency management measures are required to reduce the severity of this disaster and protect the residents of Allegheny County;
NOW, THEREFORE, I, the undersigned County Executive of the County of Allegheny, pursuant to the provisions of Section 7501 of the Pennsylvania Emergency Management Code (35 Pa.C.S.A. §7501 et seq.), the Allegheny County Home Rule Charter, Article V, Section 2(n), and the Allegheny County Administrative Code, Article III, Section 311.06, as amended, do hereby declare the existence of a disaster emergency in Allegheny County.
FURTHERMORE, I direct the Allegheny County Emergency Services Coordinator to coordinate all emergency response efforts, take necessary actions to reduce the impact of this disaster, assist in restoring essential services, and implement all emergency response measures deemed necessary.
STILL FURTHER, I authorize officials of Allegheny County to take all necessary actions to meet the current emergency, including hiring temporary workers, renting equipment, purchasing supplies, and entering into emergency contracts, as permitted under §5-903.05 of the Allegheny County Administrative Code.
