PA UCP
The Pennsylvania Unified Certification Program (PA UCP) is a comprehensive program for firms seeking certification as a Disadvantaged Business Enterprise (DBE) or an Airport Concession Disadvantaged Business Enterprise (ACDBE). The PA UCP is established in accordance with 49 CFR Part 26 and 49 CFR Part 23.
The Department of Equity and Inclusion is a certifying participant in the PA UCP. The PA UCP-certified Vendor Directory can be accessed on the PA UCP website. Other certifications, such as through the State of Pennsylvania Department of General Services, may be accepted on a case-by-case basis.
Qualifications
The PA UCP makes certification decisions on behalf of all agencies and organizations in Pennsylvania with respect to participation in the DBE and ACDBE programs.

Allegheny County DEI
The Allegheny County Department of Equity and Inclusion is a certifying participant in the PA UCP. A comprehensive list of PA UCP-certified DBEs can be found through the PA UCP website. Other certifications, such as through the State of Pennsylvania Department of General Services, may be accepted on a case-by-case basis.
Certification is free, there is no fee for applying for certification as a DBE with the county.
Certification counseling sessions are provided by the Allegheny County Department of Equity and Inclusion to assist interested parties in obtaining certification.
