The Department of Human Services (DHS), the Allegheny County Controller’s Office and the Allegheny County Treasurer’s Office, on behalf of Allegheny County, sought Proposals from qualified Proposers to provide a Debit Card Payment Service (referred to as the Service) for the County’s Foster Care, Family Caregiver Support and Senior Companion Programs, as well as a pilot program for the payment of election officers and constables. The Service consists of the operation and management of fund distribution for re-occurring payments provided to program participants through reloadable and one-time use debit cards on a bi-weekly or monthly basis.
