Megan M. Block joined the County Manager’s office in 2025. As Deputy County Manager, she provides organizational leadership, policy oversight, and strategic planning guidance to leaders and managers in various county departments, including Human Services, Human Resources, Sustainability, Office of the Public Defender, and Administrative Services. She also serves as the chief negotiator for the county in collective bargaining and is responsible for enforcing various executive orders, including:
- EO 2024-1 - AGH H.I.R.E.S.
- EO 2025-1 - Federal Disruption Response Team
- EO 2025-2 - Strengthening Worker Protections in Allegheny County
Prior to working for Allegheny County, Megan provided legal representation to employees in civil rights and employment litigation; unions in organizing campaigns, collective bargaining, and litigation; and advised clients on political compliance issues. While in private practice, Megan worked with a coalition of labor unions and social justice organizations to help draft and pass the City of Pittsburgh Paid Sick Days Act, which provides paid sick days to approximately 50,000 workers in Pittsburgh. After its passage, she helped defend the ordinance in court. Most recently, Megan served as a Senior Trial Attorney for the U.S. Equal Employment Opportunity Commission, where she prosecuted enforcement actions against private-sector employers for violations of federal civil rights statutes.
Before practicing law, Megan served as the Western Pennsylvania Political Director for SEIU 32BJ and taught literacy to elementary school students as a Teach for America corps member in West Philadelphia.
Megan graduated cum laude from the University of Pittsburgh School of Law and was selected for the Order of the Coif. In addition to her law degree, Megan holds a Master of Education from the University of Pennsylvania and a Bachelor of Arts in Political Science from the University of Missouri-Columbia.
