Rev. Dr. Howe says "See you later" to ACJ

Published on April 2, 2025

The Rev. Dr. Charissa Howe has been a longtime fixture at the Allegheny County Jail, first as a volunteer with the Foundation of HOPE, and then as Director of Chaplaincy since 2021. However, the pulpit is calling, and Rev. Dr. Howe stepped away from her director duties at the jail on March 31.

The recipient of the 2024 County Correctional Chaplain of the Year award from the Pennsylvania Prison Chaplains Association, Howe is taking over as pastor at Sixth Presbyterian Church in Squirrel Hill.

On her final day, Howe was issued a proclamation from County Executive Sara Innamorato honoring her passion, hard work and dedication to the jail. Howe began volunteering at the ACJ through HOPE in 2014 and took over as Director of Chaplaincy about four years ago, when the congregation where she worked closed.

“I believe that every single person in that building has great value and has a unique and special place in the world,” said Howe during the March Jail Oversight Board meeting. “I believe that to be true of the employees. I believe that to be true of the residents. And I believe that to be true of everyone in this room as well.”

While no longer a fulltime employee, staff and residents will still see Howe in the facility as a volunteer with HOPE. And she will be bringing her therapy dog, Pecas, in for visits.

“We are so excited that Rev. Dr. Howe will be continuing to come to the facility as a volunteer,” said Connie Clark, the ACJ Deputy Warden for Programs and Services. “She emanates positivity and joy; and having her remain on in a volunteer capacity is a benefit to the jail.”

Dr. Charissa Howe, poses in front of a Christmas tree at the Allegheny County Jail in December 2024.
