ACJ Partners with 4Sight Labs to Provide OverWatch Technology

PITTSBURGH – Allegheny County Jail Deputy Warden of Healthcare Services Holly Martin announced today that the jail has partnered with 4Sight Labs to offer the company’s OverWatch wearable biometric monitoring system to deploy the technology across the jail's highest-risk housing classifications.
The deployment of the wristwatch-like devices will bring continuous, real-time biometric monitoring to detainees at the Intake Department, actively detoxing, placed on suicide watch or housed in other high-acuity units — the areas of greatest medical vulnerability within the facility and where timely intervention is most critical.
The partnership with OverWatch came through the County’s Request-For-Proposal (RFP) process and necessitated months of planning and coordination before the technology was rolled out last week.
"When we began this process, we understood that the technology we selected would be responsible for protecting some of the most vulnerable individuals in our facility, and that is not a responsibility we took lightly,” Martin said. “OverWatch devices will be placed on any new arrival to ACJ who meets criteria for medically vulnerable including withdrawal management and suicide precautions. We are proud to bring this added level of protection for monitoring alongside the assessments completed by healthcare personnel."
Unlike similar devices that use Bluetooth/BLE technology, OverWatch operates on a separate mission radio frequency, ensuring alerts reach staff members without interference from other wireless systems.
The device measures biomarkers like heart rate, blood oxygen saturation, skin temperature, stress levels, sleep quality and more. Together, these indicators give correctional healthcare staff and officers a complete, continuous picture of each incarcerated individual’s condition, without relying on self-reporting from individuals who may be unable or unwilling to communicate their own condition.

The OverWatch platform is not a pilot program, but a proven success that has documented more than 174 verified life-saving interventions reported and substantiated by partner correction agencies. OverWatch has accumulated more than 4 million hours of biometric monitoring data from more than 50,000 incarcerated individuals.
