Deputy Warden of Administrative Operations
Karen Kollar
Karen L. Kollar was named Deputy Warden of Administration for the Allegheny County Jail (ACJ) in July 2025. She previously served as the jail’s Deputy Health Services Administrator for Medical Services since 2021.
Kollar brings a wealth of experience and education to her position at the ACJ. She worked as the director of the medical training programs at Bidwell Training Center from 2015-2021. She also worked as the operations director for the Division of Pulmonary, Allergy and Critical Care Medicine at UMPC from 2012-14, the guest relations director at East Liverpool (Ohio) Hospital from 2011-12 and director of Cardiology and Cardiopulmonary Services at East Liverpool Hospital from 2000-2011. Prior to joining East Liverpool Hospital, she worked as a clinical exercise physiologist at West Penn Hospital in Pittsburgh, and Ruby Memorial Hospital in Morgantown, WV, from 1998-2000.
A resident of East Liverpool, OH, Kollar spent her formative years in and near Pittsburgh. She holds a Master of Business Administration from the Pennsylvania State University, an additional master’s degree in exercise physiology from the University of Pittsburgh and a bachelor's degree in mathematics and economics from Denison University. She also has earned a course completion certificate from the Pennsylvania Chamber of Business and Industry, a behavioral change specialty certificate from the American Council on Exercise, and Forensic Science and Law certificate from Duquesne University. She was also a certified group fitness instructor from 1989-2023.
