Speaking at a Council Meeting or Public Hearing

Please read the following information carefully. All speakers must abide by the Rules of Council.

Where and when do council meetings take place?

Regular Meetings of Council are held twice monthly on Tuesdays at 5:00 pm.

Who can give public comment at council meetings?

County residents and taxpayers may address the County Council at all Regular Meetings of Council. Pennsylvania law requires that this opportunity be afforded only to residents or taxpayers of the county. Council accordingly reserves the right to verify residence and/or taxpayer status prior to permitting any individual to speak. Any persons under the age of 18 must be accompanied by a parent or guardian.

When does public comment take place during council meetings?

Persons speaking on agenda items will be heard at the beginning of the meeting. Persons speaking on general topics will be heard at the conclusion of the meeting.

How long can I speak?

Presentations must be limited to three minutes, subject to the provisions of the Rules of Council.

How can I submit written documents to council?

Speakers wishing to submit written supplements to their verbal remarks in order to convey information that could not be covered due to time constraints may do so, provided that such written remarks are submitted to the Clerk no later than 24 hours after the conclusion of the meeting.

When is the deadline to sign up to speak?

Completed Request to Comment forms, whether online or paper, must be received by the Office of the County Council no later than 24 hours prior to the meeting date.

How do I sign up to speak?

There are several ways to sign up to speak at council meetings or public hearings:

  • You may fill out the online form.
  • You may pick up a form at council offices and submit it in person.
  • You may call council and submit your information via telephone.
  • You may download and fill out a paper form(PDF, 1MB) and submit it via fax or mail.
