Exec. Innamorato Launches Allegheny Forward, County Comprehensive Plan

PITTSBURGH – Today, County Executive Sara Innamorato announced the public engagement launch of Allegheny Forward, a countywide comprehensive plan that will guide growth, investment, and development across Allegheny County for the next 25 years.

Allegheny County invites everyone to share their perspectives and priorities on the County’s future at https://engagement.alleghenycounty.us/allegheny-forward, where a survey is available for the public to take in addition to more information about the planning process. Tonight, there will be an Allegheny Forward kickoff event in Wilkinsburg for municipal partners, stakeholders and community leaders.

Funded by Allegheny County and the Pennsylvania Department of Community and Economic Development and led by Allegheny County Economic Development (ACED), Allegheny Forward will serve as a bold, long-range, and strategic framework for the County’s development, aligning land use, infrastructure, housing, and economic development policies. The plan will emphasize collaboration, accountability, and measurable outcomes to ensure real, lasting impact in communities across the County.

“Allegheny Forward, our comprehensive plan for the county, is an opportunity to take a coordinated, countywide approach to the economic development challenges and opportunities that lie ahead,” said County Executive Sara Innamorato. “By engaging residents, municipalities, and stakeholders, we can shape a future that reflects the values, priorities, and aspirations of everyone who calls Allegheny County home.”

“Engagement and collaboration are central to building a shared roadmap for Allegheny County’s future. Partnerships are essential to turning vision into action and ensuring this plan endures beyond any single investment, policy decision, or staff transition,” said Lauren Connelly, Director of Allegheny County Economic Development. “By coming together across geographies, sectors, and communities, we can plan for the next 25 years of inclusive and sustainable growth and collectively move Allegheny County forward.”

Allegheny Forward will be designed to connect the County’s work across housing, infrastructure, workforce development, business attraction and retention, arts and culture, place-based main street investment, transportation, and sustainability. It will serve as a unifying guide to help the County and its partners make smarter, data-informed decisions that maximize public investment and create lasting community benefit.

Through Allegheny Forward, the County will align its departments and authorities and also convene regional stakeholders, bringing together municipalities, community leaders, businesses, and institutions to create a shared plan for a thriving, connected, and resilient county.

Community engagement will be at the heart of the planning process. Throughout the end of 2025 and 2026, residents, business owners, local officials, and community organizations will be invited to share their perspectives through public meetings, working groups, surveys and other online engagement opportunities, and events across the County. This input will help identify key themes, which will be refined into clear goals, with implementable steps that will be accountable, measurable, and designed to ensure real impact in communities across Allegheny County.
