County Executive Innamorato Signs Executive Order to Position Allegheny County as National Leader in Clean Technology 

ACT NOW establishes a strategic action team, aligns public investment with community benefit, and prioritizes local clean tech firms for County contracts 

PITTSBURGH – Allegheny County Executive Sara Innamorato today signed the Advancing Clean Technology for Neighborhood and Next-Generation Opportunity and Workforce (ACT NOW) Executive Order establishing a series of initiatives designed to position Allegheny County as a national leader in clean technology and advanced manufacturing. These initiatives channel regional calls for a coordinated strategy to invest in the economic infrastructure necessary to support long-term competitiveness in clean technology and advanced manufacturing.   

 “Allegheny County has the talent, institutions, and industrial foundation to lead in clean technology and advanced manufacturing,” said Sara Innamorato, Allegheny County Executive. “ACT NOW creates a coordinated strategy to grow these industries, create good-paying jobs, support local companies, and ensure the benefits of this growth reach workers and communities across our region.” 

What the Executive Order Does 

ACT NOW takes a mission-oriented approach to economic development grounded in the recognition that long-term regional competitiveness does not emerge by accident. It depends on strategically strengthening and aligning the networks and economic infrastructure that enable continuous innovation, adaptable workforces, sustainable investment, and durable development capacity. The executive order directs four core actions: 

  • Establish a strategic action team to advise the County Executive on regional priorities, set measurable goals and timelines, and align industry, universities, labor, philanthropy, investors, and government around shared goals.  
  • Creates a public investment framework to guide the County’s investment decisions in clean technology and advanced manufacturing opportunities. 
  • Explore clean procurement standards for County buildings, fleets, and infrastructure. 
  • Partner with anchor institutions to aggregate demand for clean tech solutions.  

 

Why Now: A Generational Opportunity 

Clean technology and advanced manufacturing present unique opportunities to increase our region’s economic diversity and dynamism by investing in the very technologies needed to strengthen our region’s resilience in the face of uncertainty and emerging economic, environmental, and technological disruptions. Allegheny County possesses many of the physical, innovation, and workforce assets needed to unlock the dynamism these industries create. Research from the Brookings Institution shows that regions succeed when universities, labor, industry, investors, philanthropy, and government work toward shared goals rather than competing in silos. ACT NOW is designed to bring these partners together so Allegheny County can compete for the industries and jobs shaping the region’s future economy.  

“ACT NOW gives us the tools to be more strategic and coordinated in how we support clean tech growth,” said Lauren Connelly, Director of Allegheny County Economic Development. “We’re setting clear standards for public investment and creating real pathways for local companies and workers to participate in this industry.” 

Eos Energy Enterprise’s $353 million investment to move its headquarters and expand its battery manufacturing operations in Allegheny County shows the potential to scale technologies that contribute to regional resilience. This will result in an anticipated 735 new jobs, workforce and development partnerships with local universities, technology that supports sustainable clean energy systems and resilient power grids through a nearly all-American supply chain.  ACT NOW’s regional taskforce intends to bring regional stakeholders together to improve the economic infrastructure needed to retain companies like Eos while building the ecosystem and networks necessary to create a virtuous cycle of investment, innovation, and quality of life improvement.   

Under County Executive Innamorato, Allegheny County has: 

  • invested more than $15 million in clean technology and advanced manufacturing through site development and direct business investment in firms like Eos,  

  • supported through fundraising, advocacy, and coordination, expansion of Neighborhood 91, the region’s advanced manufacturing hub, and  

  • expanded the Community College of Allegheny County’s workforce development to help our neighbors and communities benefit from these investments.  

  • bolstered its vision for the region through its Climate Action Plan, Allegheny Forward comprehensive plan, and Mon Valley Forward place-based economic development plan.  

ACT NOW is about building on these efforts and creating the coalitions and commitments needed to double down on recent success.

Looking Ahead 

Members of the Strategic Action Team will be announced in the coming weeks. The Strategic Action Team will convene this summer and deliver its first set of recommendations to the County Executive within six months.
