RFP for the Operator of the Low-Barrier Shelter and Drop-In Center at Second Avenue Commons
This RFP solicited a partner to operate a low-barrier shelter and drop-in center in downtown Pittsburgh as part of the innovative, new Second Avenue Commons facility (The Commons). The Commons will offer a wrap-around services to help individuals who are experiencing homelessness find sanctuary, support and resources that enable and empower them to greater self-sufficiency on a path to a safe and secure quality of life. The Low-Barrier Shelter and Drop-in Center are key aspects of The Commons. The Low-Barrier Shelter will be open 24 hours a day, year-round and will offer a safe place to sleep, personal hygiene facilities, a pet-friendly environment and storage for personal items. The Drop-in Center will be a welcoming space for visitors to rest and access services, facilities, light refreshments and technology.
