Highway Occupancy Permit (Construction)

A highway occupancy permit is required before any individual, utility company, municipality, authority, corporation, or organization performs any construction within, under, or over an Allegheny County right-of-way. When emergency repairs are necessary, a permit is required within 72 hours after completion of work.

Highway Occupancy Permit (Special Events and Film Shoots)

A highway occupancy permit is required before any individual, municipality, corporation, or organization can temporarily occupy or restrict traffic on a county-owned road and bridge for a special event or film shoot.

All prospective permittees must complete an application for review.

The completed forms can be submitted by email, fax, or mail.

Overload/Oversize Permit

An Overload/Oversize Permit is required before driving a vehicle on an Allegheny County-owned roadway or bridge that is more than:

  • 8 feet 6 inches wide OR
  • 13 feet 6 inches high OR
  • 75 feet long OR
  • 80,000 pounds

Permit applications for single trips have a review fee of $250 for trips involving bridges and $100 for trips not involving bridges. Annual permit applications have a review fee of $500 for trips involving bridges and $200 for trips not involving bridges.

The completed form and a required Certificate of Insurance should be emailed to oversizepermits@alleghenycounty.us or faxed to 412-350-2523. Also, a check or money order should be made payable to “Allegheny County Treasurer” and mailed to:
