Persons wishing to speak at the hearing must register using ACHD’s Public Hearing Participation Form. You must register no less than 24 hours in advance of the hearing, and testimony is limited to 3 minutes. If no one has registered by Thursday, November 13, 2025, the hearing will be cancelled and notice of cancellation will be posted here.
The Department will also accept written comments beginning on Thursday, October 16, 2025, and concluding at 11:59 pm on Monday, November 17, 2025, by mail to:
