Needs Based Plan and Budget
The Allegheny County Department of Human Services (DHS) prepared its 2024-25 Needs Based Plan and Budget. Funding awarded to DHS through the Needs Based Plan and Budget process supports programs and services for children, youth and families across the entire continuum – from Family Centers and out of school time to foster and kinship care, and many more.

Allegheny County 2023 AAP Substantial Amendment for ESG Allocation
The Allegheny County Department of Human Services (DHS) prepared a Substantial Amendment (SA) to the County’s 2023 Annual Action Plan. The SA was executed to adjust the allocation of 2023 Emergency Solutions Grant (ESG) funds across the four planned activities areas to allow for the expansion of resources to address homelessness. The amendment was the result of allocating other County resources to maintain operations at family shelters, allowing for ESG funds to be dedicated to street outreach, shelter operations for individuals, Rapid Rehousing and data collection activities.

The Advisory Council of the Allegheny County Department of Human Services, Area Agency on Aging (AAA) held a public hearing via Microsoft Teams to solicit public comment on the 2023-2024 Budget Prospectus. The budget prospectus is posted on the DHS website.
