Adult Foster Care

Adult foster care, also referred to as Domiciliary Care or Dom Care, matches adults who cannot live independently with families who are willing to open their homes and their hearts to provide a warm and caring environment filled with love, support and encouragement. Adult foster care homes are private residences that are certified according to PA Code and recertified annually to make sure they continue to meet standards. 

How Adult Foster Care Works 

Adult Foster Care providers open their homes to adults who need supervision or support with daily living activities. Providers may support up to three individuals at one time. 

Adult Foster Care is designed to provide: 

  • A stable home environment
  • Daily support and supervision
  • Assistance with activities of daily living
  • Meaningful relationships and community connection
  • Long-term housing and care stability
  • AAA care managers work closely with providers and residents to help maintain safe and supportive living arrangements.

Eligibility for Adult Foster Care

A person may be eligible for Adult Foster Care if they:

  • Are age 18 or older
  • Are independently mobile or semi-mobile
  • Are unable to live alone safely
  • Need supervision or assistance with daily activities
  • Are willing to live with a family
  • Qualify for the program through a medical evaluation completed by a physician

Providers must:

  • Be at least 21 years old
  • Be a Pennsylvania resident
  • Live in the prospective Adult Foster Care home
  • Complete a physical exam and tuberculosis screening
  • Maintain First Aid and CPR certification
  • Pass criminal background clearances
  • Provide financial and personal references
  • Be able to provide around-the-clock and emergency care
