Drug and Alcohol Planning Council

The Drug and Alcohol Planning Council advises the County Executive and the Office of Behavioral Health (OBH) within the Department of Human Services (DHS) on planning, coordination, and improvement of drug and alcohol prevention, treatment, and recovery services in Allegheny County.

The Council also serves as a connection between DHS, service providers, and the community, helping share information about local substance use services and ongoing planning efforts.

The Council is established under the Pennsylvania Drug and Alcohol Abuse Control Act of 1972 and the Pennsylvania State Plan for the Prevention, Treatment, and Control of Alcohol and Other Drug Abuse.

The Drug and Alcohol Planning Council supports DHS by:

• Advising on local drug and alcohol service planning and priorities
• Strengthening coordination between DHS and service providers
• Sharing information about service needs and system trends
• Supporting public understanding of prevention, treatment, and recovery services
• Providing input on the County’s annual drug and alcohol planning process

Upcoming Meetings

All meetings are held virtually starting at 4:30 pm on the second Wednesday of every other month. A meeting link will be posted on this webpage one week before the scheduled meeting date.
