Local Interagency Coordinating Council

The Local Interagency Coordinating Council (LICC) brings together families, Early Intervention (EI) professionals, community organizations, and school partners to support children from birth to age five who have developmental needs.
The Council promotes inclusive practices, strengthens collaboration across agencies, and ensures that Early Intervention services reflect family priorities as well as state and federal requirements. LICC serves as a local forum for communication, planning, and system improvement across Allegheny County’s Early Intervention programs.
The LICC helps strengthen Early Intervention services by:
- Promoting inclusive, developmentally appropriate practices
- Supporting family voice and leadership throughout the EI system
- Educating families and professionals about Early Intervention, child development, and natural/least restrictive environments
- Building connections among EI providers, schools, healthcare partners, and community organizations
- Monitoring needs, gaps, and opportunities for improved coordination and support
