Human Services Plan

The County Human Services Plan outlines Allegheny County’s goals, strategies, and funding priorities across major areas of human services. It consolidates planning requirements for the categorical components of the Human Services Block Grant, including:
- Mental Health Community Base-Funded Services
- Behavioral Health Services Initiative (BHSI)
- Intellectual Disabilities Community Base-Funded Services
- Act 152 Drug and Alcohol Services
- Homeless Assistance Program (HAP)
- Human Services Development Fund (HSDF)
This plan helps DHS coordinate resources across program areas, identify local needs, and strengthen services that promote well-being and stability for residents. DHS submits the plan annually to the Pennsylvania Department of Human Services approximately 60 days after the state releases its annual bulletin (usually in the summer).
Purpose of the Plan
The County Human Services Plan serves as both a funding and planning document that enables DHS to:
- Use flexible block grant dollars to meet local needs
- Support prevention and early intervention services
- Ensure accountability and transparency in public spending
- Align local priorities with state and federal requirements
The plan is developed with input from community members and providers through a public hearing process each year.
