Hilary Marcella, Director

Office of Strategy and Planning

Hilary Marcella is Director of the Office of Strategy and Planning for the Allegheny County Department of Human Services (DHS). In this role, she leads strategic planning and funding strategy, oversees intergovernmental affairs, and guides competitive grant strategy and procurement planning for new services. Through these agencywide efforts, Hilary helps align priorities, partnerships and resources to advance DHS initiatives and strengthen the systems that serve children, families and communities across Allegheny County. 

Hilary has worked for DHS since 2018, previously serving as Chief Planning Officer and in other roles focused on planning, budgeting and grants. Prior to joining DHS, she held roles in nonprofit organizations with responsibilities for fundraising, organizational management and outreach. 

Hilary holds a Master of Public Management from Carnegie Mellon University’s Heinz College of Information Systems and Public Policy and a Bachelor of Arts from the University of Pittsburgh.
