DHS Policies, Procedures and Standards of Practice

Policies, procedures, and standards of practice (referred to as policy documents) provide clarity and direction for tasks or behaviors expected of DHS staff and require approval from DHS leadership.

What are the reasons to create policy documents?

  • Fulfill a requirement by a legal, regulatory, or funding body
  • Mitigate legal or safety risk for employees, providers, and consumers
  • Address a critical issue or challenge resulting in the need for clear, consistent direction for staff
  • Consistently apply best practices and honor regulatory requirements
  • Support a uniform, accessible and equitable service delivery system

Please note some documents are not included in this site if prohibited by law, specifically excluded in Pennsylvania’s Right-to-Know law, or outlined in the DHS public access standard of practice. Any guidance or expectations strictly for contracted providers, which does not also apply to DHS employees, can simply be included in a contract specifications manual.
