Exec. Innamorato Announces Appointments to the Gov. Review Commission

PITTSBURGH – Today, County Executive Innamorato announced her appointment of four members of the Allegheny County Government Review Commission. The Government Review Commission is a nine-member advisory commission required by the Allegheny County Home Rule Charter to undertake a decennial review of the various aspects of county government and provide related recommendations. 

The County Executive selected the following individuals for her four required appointments to the Government Review Commission:

  • Rohit Acharya - Nonresident Fellow at the Brookings Institution and Founding Partner at Common Good Labs, a research organization that designs actionable solutions to improve communities
  • Matthew Barron - Program Director, Heinz Endowments Democracy and Civic Participation initiative
  • Tracey McCants Lewis, Esq. - Chief People Officer & General Counsel, Pittsburgh Penguins; Member of the 2015 Allegheny County Government Review Commission
  • William (Willy) D. McKain, CPA - Chief Operating Officer, Allegheny Conference on Community Development; Former Allegheny County Manager (2012-2023)

County Executive Innamorato said: “I want to extend my thanks to this remarkable group of individuals for agreeing to provide their time and expertise to the Government Review Commission. They bring diverse experiences and a range of perspectives to the assignment of reviewing our county government and providing recommendations. At a time of uncertainty and challenges for local governments everywhere, I appreciate their willingness to volunteer their time to help us think creatively about challenges and opportunities ahead.”

The Government Review Commission studies fundamental issues related to county government and the charter, as well as broader issues facing Allegheny County residents. This review is separate from and supplementary to the County Manager’s statutorily required “Sunset Review,” which focuses on efficiency and function of County operations. Together, these processes allow the County to adapt with the times and have the structure and tools necessary to meet the needs of county residents, businesses, and stakeholders. Carnegie Mellon’s Heinz College of Information Systems and Public Policy will support as independent, professional staff for the  Government Review Commission, as envisioned by the Charter.

Allegheny County Council recently appointed the following individuals for their five required appointments to the Government Review Commission:

  • Evan Frazier - President & CEO, The Advanced Leadership Institute 
  • Gretchen E. Moore, Esq. - President & Shareholder, Strassburger McKenna Gutnik & Gefsky
  • Mark Foerster - Chairman, Allegheny County Housing Authority Board; Chairman of the 2015 Allegheny County Government Review Commission
  • Robert (Rob) Vescio - Co-Founder & Chief Financial Officer, C&G Strategies; Director of Legislative Affairs in the Administration of Former County Executive Jim Roddey
  • Michael J. Witherel, Esq. - Owner, Witherel Kalina Law Group

As one of the world’s foremost schools of public affairs and an important regional civic institution, Heinz College at Carnegie Mellon University will work to provide research capacity and subject-matter expertise to enhance the work of the Government Review Commission.

Commission members will be sworn in and begin to meet in the coming weeks to establish its work plan and schedule. The Commission has up to one year to complete their report from the time they are sworn in.
