Eff. 10/03/25: the United States Department of Transportation (USDOT), Office of Civil Rights, published a DBE/ACDBE Interim Final Rule (IFR), resulting in a pause to the certification process. At this time, no new DBE/ACDBE certification applications or DOEs will be accepted.

PA UCP
The Pennsylvania Unified Certification Program (PA UCP) is a comprehensive program for firms seeking certification as a Disadvantaged Business Enterprise (DBE) or an Airport Concession Disadvantaged Business Enterprise (ACDBE). The PA UCP is established in accordance with 49 CFR Part 26 and 49 CFR Part 23.
The Business Equity and Inclusion Division is a certifying participant in the PA UCP. The PA UCP-certified Vendor Directory can be accessed on the PA UCP website. Other certifications, such as through the Pennsylvania Department of General Services, may be accepted on a case-by-case basis.
Qualifications
The PA UCP makes certification decisions on behalf of all agencies and organizations in Pennsylvania with respect to participation in the DBE and ACDBE programs.

Apply for DBE Certification
Certification is free. There is no fee for applying for certification as a DBE/ACDBE with the county. Certification counseling sessions are provided by the Division of Business Equity and Inclusion to assist interested parties in obtaining certification.
