Community Environment Complaints and Inspections

Housing issues are not always inside the home. When abandoned homes are not secure or a lot is not kept clean, this can create a public health hazard.

Some examples of exterior issues are:

  • Excess trash or garbage
  • Bodies of stagnant water that act as a breeding ground for mosquitoes. Examples include tires, water holding containers, or improperly maintained swimming pools.
  • High grass and weeds
  • Open and/or abandoned structures
  • Rodent infestations
  • Accumulated dog feces

After we receive your complaint, we will send a letter to the property owner asking them to correct the problem within a certain period of time. Our inspectors follow up to make sure repairs or changes are made. If violations are found during an exterior inspection, we can require property owners to fix the problem.

Important Note for City of Pittsburgh Residents

The City of Pittsburgh has their own department to deal with exterior and community environment issues. It’s called the 311 Response Center.

You can use Pittsburgh’s 311 Response Center to report:

  • Vacant properties
  • Graffiti or other damage
  • Abandoned buildings
  • High grass and weeds
  • Rodent
  • Lots filled with rubbish and debris
  • Other exterior property maintenance concerns

If you live within Pittsburgh city limits and would like to file a complaint about a property, please dial 311 from your phone or use the city’s online 311 response system.
