Office of Strategy and Planning

The Office of Strategy and Planning (OSP) helps advance the Allegheny County Department of Human Services (DHS) priorities by coordinating agencywide planning and funding strategy, aligning initiatives, partnerships and resources to improve outcomes for Allegheny County residents. The office works closely with DHS leadership and program offices to support clear direction, strengthen collaboration and position the department to respond effectively to emerging needs and opportunities.

Key functions of OSP include:

• Coordinating development of major strategic and system plans required by state and local partners
• Supporting funding strategy and competitive grant development
• Guiding planning for procurement of new and redesigned services
• Leading intergovernmental affairs and cross-departmental initiatives that promote innovation, system improvement and long-term sustainability

Through these efforts, the Office of Strategy and Planning helps to connect priorities to action across DHS.
