Community Counts 2026 is in the books. Thank you to all the amazing volunteers and staff members who made the effort possible! The 2026 count had nearly 300 volunteers and was supported by many local partners who helped answer the call. Through these volunteers, DHS has captured important information about homelessness in the area, met federal requirements that impact funding homelessness services, and showed unsheltered neighbors that Allegheny County cares.


2026 Community Counts

Every January, communities across the country participate in the U.S. Department of Housing and Urban Development’s annual effort to estimate the number of people experiencing homelessness on a single night.

Due to inclement weather, Allegheny County's 2026 count was delayed a week and took place overnight on Tuesday, February 3, 2026.

FAQs

What to Wear

Volunteers should wear clothing that will keep them warm for long periods of time outside and is comfortable to move in. Layered clothing is recommended to prepare for all weather types. All volunteers will receive a branded winter hat to wear during the count, to help identify volunteers.

What to Bring

All volunteers must bring a cell phone for the evening, and are recommended to also bring the following:

  • Phone charger and/or portable charger 
  • Flashlight 
  • Water bottle 
  • Small backpack or bag to carry provided materials or belongings 

Weather and Rescheduling

Community Counts will take place rain or shine.

All volunteers will be notified if the event is rescheduled due to extreme weather conditions. The backup date is Tuesday, February 3, 2026. 

Event Duration

Teams may be walking or driving outside from around 10:00 pm up to 2:00 am, depending on the assigned routes and the number of people encountered outside. All teams will stop surveying at 2:00 am, or whenever the team is done covering the designated survey areas, whichever comes first. 

Most teams are expected to complete assignments before 2:00 am. 

Supplies and Provided Materials

All volunteers will be provided with supplies to offer to people staying outside, while in the designated survey areas. Volunteers should not bring any personal supplies to pass out during Community Counts.

Volunteering with Friends

Volunteers who wish to work together in the same groups and teams should confirm they've been assigned to the same regional hub location. At sign-in, please confirm with the check-in staff to see if it's possible to be assigned together. Every effort will be made to accommodate team requests, however there is no guarantee of being assigned to the same team.

Changing an Assigned Hub Location

Please email DHS-CommunityCounts@alleghenycounty.us to coordinate a change in hub assignment. 

Hub assignments are based on a quota system, so it is not guaranteed that volunteers will be able to switch assigned hubs.  

General FAQ

Volunteer Information

Volunteers will sign up for a chosen hub and report to that location by 9:00 pm on Tuesday, February 3, 2026. Training and supplies will be provided upon arrival. Hub leadership will assign survey teams of 2 - 4 people who will be responsible for covering routes either on foot or by car. 

Some of the survey routes are walking routes; others are driving routes and require a personal vehicle. Walking routes are outside and around one to two miles. Some teams will cover more than one route.

Volunteers will work in teams and complete a brief survey for each individual they encounter outside. If individuals are sleeping, the survey will be based only on observation. In some areas, canvassing could last until 2:00 am, though this is expected to be a rare situation. All volunteers will “check out” with their hub’s leadership before going home.

Volunteer Teams

Any friends, family, or co-workers over the age of 18 years old are welcome to sign up to volunteer. People who want to volunteer together should register for the same volunteer hub as soon as possible. Volunteer hubs are filled on a first-come, first-served basis.

Groups who want to work together should plan to arrive at the volunteer hub early and at the same time so hub leaders can make efforts to arrange teams appropriately. Working together throughout the evening is not guaranteed, as team sizes vary by location, and groups may need to be split up to accommodate needs.

Cancel a Registration or Change a Volunteer Hub

Please email DHS-CommunityCounts@alleghenycounty.us to cancel a registration or request a change to the selected volunteer hub. Please keep in mind, volunteer hubs are filled on a first-come, first-serve basis, so changing hubs is not guaranteed.

Safety and Security

The safety of volunteers and of unsheltered people is the number one priority. All volunteers will receive branded clothing or accessories that identify them as part of the Community Counts project. No one will canvass areas alone. People will canvass in teams of 2 - 4 and are expected to stay together at all times. There are central staff that can be reached by phone if teams encounter any issues and no one is expected to canvass in locations where they feel unsafe. There will be thorough safety training before canvassing.
