Understanding County and Contract Positions 

DHS hires in two ways: directly through Allegheny County or through contracted partner agencies. Each job posting will clearly note whether the position is a county position or contract position. 

Allegheny County
County positions are employed by Allegheny County. Many county positions are filled through the PA State Civil Service Commission (SCSC). Learn more about the SCSC application process.

Contract Partner Agencies
Contract positions are employed through partner agencies such as Donnelly-Boland & Associates and Computer Aid, Inc. 

Job Postings

The job postings are grouped by the DHS office they support. Depending on the position, you will be directed to either the Allegheny County application portal or the contracted agency’s website to apply. A large number of DHS jobs are filled through the PA State Civil Service Commission, job seekers are also encouraged to regularly visit the PA website to see new job postings.
