Annual Appeals

Application Process

The assessed value of a property may be appealed annually, by the owner, school district or municipality. There is no filing fee for this service.

Those interested in filing a 2026 Annual Appeal may:

  • Submit from July 1, 2025 - September 2, 2025 for tax year 2026
  • Complete and return the Annual Appeal Form(PDF, 2MB) to the Office of Property Assessments. Forms will be made available in advance of the 2026 tax bills in compliance with County Council ordinance 13056-24(PDF, 313KB)
  • Submit by online, by email, by mail, or in person; do not submit by fax
  • To submit ONLINE, please view your parcel on the Real Estate Portal - bring up your parcel and click on the "Appeal Status" tab to see the appeal option. Detailed directions(PDF, 771KB) are available

If you missed the deadline for the filing an Annual Appeal you may still, under limited circumstances, be allowed to file an appeal, but first must submit a Late-Filed Appeal Form(PDF, 349KB) request.

The Office of Property Assessments will:

  • Schedule a hearing date for the appeal before the Board of Property Assessment Appeals and Review (BPAAR).
  • Send you advance notice of the hearing date per BPAAR regulations.
    • Initial hearing notices (21 days - at minimum - for residential, 30 days for commercial).
    • Hearings that have been rescheduled or postponed will be conducted with at least seven (7) days notice.
  • Prepare the hearing file with the phone number participants provide to be called for the hearing, and evidence that is submitted timely.
