Appealing the BPAAR Decision

After the Hearing

The Board of Property Assessment Appeal and Review (BPAAR) reviews the evidence presented at the appeal hearing and any recommendations from the Hearing Officer and Assessors (if applicable) before a decision is rendered.

A decision will NOT be made the day of the appeal hearing.

Hearing Disposition

Track the progress of the hearing disposition at the Real Estate Portal. Search by parcel ID number or address and then click on the Appeals tab.

When notified in writing of the BPAAR's decision:

  • If satisfied with the decision, there is nothing more to do. The value will be posted to the parcel.

  • If contesting the BPAAR decision, file an appeal to the Court of Common Pleas, Board of Viewers (BOV) on the Department of Court Records e-Filing System within 30 days of the BPAAR disposition letter's mailing date. There is a non-refundable filing fee of $135.25.
 

How to Appeal the BPAAR Decision

An appeal of the BPAAR decision can be filed online, by mail or in-person. 

E-file

E-file an appeal to the Civil Docket on the Department of Court Records e-Filing System. Registration for an account is required before an appeal can be filed. Review the instructions for e-filing an appeal(PDF, 391KB). 

Payment Methods: Credit or debit card payments only.

Mail

Complete and mail the Mail-in Appeal Form(PDF, 3MB).

Payment Methods: Business checks or money orders made payable to Allegheny County Department of Court Records. Personal checks are not accepted.

Hand-Deliver

Complete and hand-deliver the Walk-in Appeal Form(PDF, 3MB) to:

For a speedier visit, when coming in-person to the office, complete the appeal form in advance.
