Laura J. Zaspel

Laura Zaspel is the County's Director of Human Resources. She oversees a staff of HR professionals who service and support Allegheny County's most valuable asset - its workforce. Focus areas and core functions of the department include benefits, compensation management, payroll administration, recruitment and staffing management, organizational and employee development, labor and employee relations, leave management, workers compensation and recordkeeping for the County's 6800 employees.

Laura has enjoyed a long career in the field of Human Resources. She previously spent seven (7) years managing HR in the healthcare industry, and for twenty years prior she held progressively responsible roles in the Department of Personnel and Civil Service Commission of the City of Pittsburgh, as the most recently Assistant Director, Secretary and Chief Examiner. Her commitment to public service drew her back to the government sector, where she's been with the County since April of 2013.

Laura has a BA in Psychology from Penn State, and earned her MBA with a concentration in Human Resources Management from the Katz Graduate School of Business at the University of Pittsburgh. Throughout her career, she has been a leader and a member of a number of professional and community organizations and boards, including the HR Leadership Council of Vibrant Pittsburgh, Pittsburgh Business Group on Health, Pittsburgh Human Resources Association, Falk School Board and Carlow University New Choices/New Options.
