Deputy Director Wharton joined the Allegheny County Police Training Academy in July 2025.  Prior to joining the academy leadership team, Deputy Director Wharton dedicated 33 years of service to the residents of Upper St. Clair, progressing through the ranks of Patrolman, Corporal, Sergeant, and Lieutenant, and for his last 6 years as Chief of Police.

Throughout his law enforcement career, Deputy Director Wharton obtained multiple specialized certifications, including certifications as a firearms instructor, Taser instructor and defensive tactics instructor. He was also a member of the USC S.I.T.T. (SWAT) Team. He is a certified accident reconstructionist, nationally accredited through A.C.T.A.R., and served as the coordinator of S.H.A.C.O.G.’s Crash Team.  He is also certified as a Computer Voice Stress Analyzer. Deputy Director Wharton graduated from the FBI National Academy - Session 271 in 2018 and served as President of the Western Pennsylvania Chiefs of Police Association in 2024.

Deputy Director Wharton holds a bachelor’s degree from the University of Pittsburgh and a master’s degree from the California University of Pennsylvania.
