Act 152 Blight Removal Program

The Act 152 Blight Removal Program provides funding for demolition and blight remediation planning.  This program uses established blight conditions to focus on demolishing hazardous structures, site preparation for development projects, and multiphase planning efforts. Since its inception in 2021, the program has awarded $5.2 million to demolish 181 structures. The program emphasizes lead-safe demolition.

The 2025 program application period opens September 15, 2025.

Application Period

The 2025 application period runs from September 15, 2025, through October 31, 2025.

Eligibility

Eligible applicants include:

  • Allegheny County Municipalities
  • Land Banks within Allegheny County 
  • Council of Governments within Allegheny County
  • Authorities within Allegheny County
  • Community Development Corporations within Allegheny County (Must have a letter of support from the municipality where the demolition will occur)
  • Privately owned commercial, institutional, and industrial buildings within Allegheny County

While no local match is required for the program, it is encouraged. Individual awards will be capped at $250,000. The program continues to enforce lead-safe demolitions.

Eligible Uses of Funds

  • Demolition of any residential, commercial, institutional or industrial structure within Allegheny County that meets three of the nine blighted conditions as defined by the Commonwealth of Pennsylvania. 
  • The proper removal of hazardous materials (demolition may require lead and asbestos abatement)
  • The disconnection of utilities
  • Obtaining proper demolition permits
  • Razing of structures
  • Proper disposal of demolition waste
  • Backfilling and regrading of the site
  • Placement of cover materials such as seeding or gravel
  • Site clean-up
  • Asbestos testing and appropriate permits
