Allegheny County's Comprehensive Plan

View the Current Comprehensive Plan

The current plan, Allegheny Places, was adopted in 2008, and after more than 15 years, it is time for an update. Circumstances have changed, and it is time to reassess the issues facing the county and how to address them.

Allegheny County Comprehensive Plan Update

Allegheny Forward, Allegheny County’s new Comprehensive Plan, is a vision for the county’s future and a roadmap to achieve it. It sets policies for development, redevelopment, conservation, and economic initiatives. The plan will empower Allegheny County to proactively shape its future, enabling strategic decision-making that emphasizes inclusive growth, sustainability,  and innovation, rather than simply reacting to issues and challenges as they arise.

Throughout 2025 and 2026, Allegheny County is working on this new comprehensive plan and will conduct public engagement to identify the issues the plan should address, the ways the county can address them, and how the county can assist its partners in addressing them.

The comprehensive plan should be a reflection of what residents and stakeholders envision for the future of Allegheny County, and everyone is encouraged to engage with these efforts.  To participate in the plan, and to receive updates about the plans progress, including public events, other plan news, please sign up using the form below.
