Public Comment Notices

The Allegheny County Health Department (ACHD) offers hearings and meetings for the public to provide comments and feedback on topics of interest. People can participate in person, or submit a written comment without having to attend a hearing or meeting, by using the Public Hearing Participation Form. Comments will be weighted equally whether a person attends in person or submits a written comment.

Permits in Public Comment Through September 23, 2026
A public hearing for these permits has been scheduled for Wednesday, September 23, 2026, at 6:00 pm at:

Persons wishing to speak at the hearing must register using ACHD’s Public Hearing Participation Form. You must register no less than 24 hours in advance of the hearing, and testimony is limited to three (3) minutes. If no one has registered by Monday, September 21, 2026, the hearing will be cancelled and notice of cancellation will be posted here.
The department will also accept written comments beginning on Saturday, August 22, 2026, and concluding at 11:59 pm on Wednesday, September 23, 2026 by mail to:

SIP Revisions in Public Comment through August 26, 2026
ACHD is seeking comments on the following proposed regulatory revisions and associated revisions to the Allegheny County portion of the Pennsylvania State Implementation Plan (SIP). The proposed changes are available on the Air Quality webpage Regulations and SIPs. Written copies may be obtained by calling 412-578-8115.

- Testimony is limited to three minutes. Witnesses are requested to submit written copies of the testimony by email to aqcomments@alleghenycounty.us.

Proposed Update To ACHD SIP98
Incorporating by Reference The Pennsylvania Ract 3 Regulation Corrections
This proposed SIP update will recognize the incorporation by reference into Article XXI of the changes made by the Pennsylvania Department of Environmental Protection to their RACT 3 regulations at 25 Pa. Code § 129.115(c) and (d), and will be submitted to U.S. EPA as an update to the revisions to Allegheny County’s portion of the Pennsylvania State Implementation Plan (SIP) already submitted as SIP Revision 98, as delineated in the update’s Technical Support Document.

Updating ACHD Article XXI To Incorporate by Reference PA Dep CTG Based Ract Regulations and ACHD CTG Certification
These proposed revisions to Article XXI and County Ordinance 16782 will replace the existing detailed regulatory language found in Article XXI’s CTG-based VOC regulations with statements that incorporate by reference the corresponding Pennsylvania Code regulations. The changes will be submitted to the U.S. EPA as Revision 98A to the Allegheny County portion of the Pennsylvania SIP to certify that Control Techniques Guideline (CTG) based regulations are in place and represent Reasonably Available Control Technology (RACT) for the 2015 8-Hour Ozone NAAQS for subject sources of volatile organic compounds (VOC) in Allegheny County.
Proposed SIP107 Revision
Updating ACHD Article XXI Nomenclature
These proposed revisions to Article XXI and County Ordinance 16782 include revising the name “Bureau of Environmental Health” to “Bureau of Environmental Protection,” and making other changes to the nomenclature of the ACHD organization; updating occurrences of masculine and feminine terms to neutral forms; updating “Disclosure Statement” applicability language; updating Air Quality “Action Days” to “Alerts;” deleting requirements to submit duplicate permit applications; and updating reference federal and state regulations found in the General Federal Conformity section of Article XXI.
The changes will be submitted to the U.S. EPA as Revision 107 to the Allegheny County portion of the Pennsylvania SIP and as an update to the Allegheny County Title V Partial Operating Permit Program as delineated in the revision’s Technical Support Document.

The public comment period for Article XXIV (“Paid Parental Leave”) is now closed. Comments received after the close of the public comment period will not be considered.
