The Allegheny County Health Department (ACHD) offers hearings and meetings for the public to provide comments and feedback on topics of interest. People can participate in person, or submit a written comment without having to attend a hearing or meeting, by using the Public Hearing Participation Form. Comments will be weighted equally whether a person attends in person or submits a written comment.

Article IX Public Comment Through Wednesday, October 21, 2026
The Allegheny County Board of Health will hold a public hearing on Wednesday, October 14, 2026 at 4:00 pm, at:

to take testimony on the proposed revision of Allegheny County Health Department Article IX: Lifeguards, Bathing Places, Hot Tubs, and Spas:
Article IX is the regulation that grants the ACHD Housing and Community Environment Program the authority to inspect and enforce requirements for pools and other bathing places in Allegheny County. The article defines the requirements for how pools and other bathing places must be maintained to keep residents and communities safe.
The proposed revisions to Article IX would edit language for readability and update requirements to better align with the Model Aquatic Health Code.
Those who wish to present testimony must register no less than 24 hours in advance of the hearing. Testimony is limited to 3 minutes.
The Board of Health will also accept written comments, beginning on Monday, September 21, 2026, and concluding at 11:59 pm on Wednesday, October 21, 2026 by email to PublicHealthComment@AlleghenyCounty.us or by mail to administrative offices:

A public hearing for these permits has been scheduled for Wednesday, October 14, 2026, at 12:00 pm either via Teams or in-person at:

Persons wishing to speak at the hearing must register using ACHD’s Public Hearing Participation Form. You must register no less than 24 hours in advance of the hearing, and testimony is limited to three (3) minutes. If no one has registered by October 12, 2026, the hearing will be cancelled and notice of cancellation will be posted here.
The department will also accept written comments beginning on Saturday, September 12, 2026, and concluding at 11:59 pm on Wednesday, October 14, 2026 by mail to:
