This notice was originally published on November 13, 2025.  The deadline for accepting comments and the date of the public hearing has been extended from December 15, 2025 to January 5, 2026.

A public hearing for these permits has been scheduled for Monday, January 5, 2026, at 6:00 pm at:

ACHD Air Quality
836 Fulton Street
Pittsburgh, PA 15233

Persons wishing to speak at the hearing must register using ACHD’s Public Hearing Participation Form - Allegheny County, PA. You must register no less than 24 hours in advance of the hearing, and testimony is limited to 3 minutes. If no one has registered by Friday, January 2, 2026, the hearing will be cancelled and notice of cancellation will be posted here.

The Department will also accept written comments beginning on Thursday, November 13, 2025, and concluding at 11:59 PM on Monday, January 5, 2026, by mail to:
