General Questions, Concerns, or Complaints

The Director’s Action Line (DAL) provides a direct way to get help with questions, concerns or complaints about services provided by the Allegheny County Department of Human Services (DHS).

Important: Do not use the DAL to report suspected abuse or neglect. These reports must be made through the appropriate reporting lines.

Concerns of Abuse or Neglect

Concerns about the safety or well-being of a child or adult should be reported right away through the appropriate reporting line. Reports are reviewed promptly to help ensure safety and connection to services.

Older Adults

AAA’s SeniorLine offers information on older adult services and provides guidance through applying for services.

Mental Health

Resolve Crisis Service offers 24/7 crisis treatment, interventions, and home visits. For more information, call the resolve Crisis Services hotline at 888-796-8226.

If concerned about someone who is a danger to themselves or others, contact Allegheny County Information Referral and Emergency Services (IRES). IRES staff can assist with questions about crisis mental health services, involuntary commitments, and Assisted Outpatient Treatment. Call 412-350-4456 (answered 24/7) or email OBHInformationRequest@AlleghenyCounty.us.

Pathway to Care and Recovery is a 24/7 crisis center that provides comprehensive and compassionate support with substance abuse recovery services.

Housing and Homelessness

The Allegheny Link is the single access point for coordinated housing services in Allegheny County, helping households experiencing homelessness or housing instability connect to shelter, rental assistance, prevention programs, affordable housing resources, and other supports that promote long-term housing stability.

Developmental Supports

Allegheny County residents with Intellectual Disability (ID), Autism, a Developmental Disability (DD) prior to age 9, or a Medically Complex Condition (MCC) prior to age 22 may be eligible for services that support daily living and community participation. Contact the Office of Developmental Supports for more information.

Medical Assistance Transportation Program

Allegheny County residents who receive Medicaid, may be eligible for transportation assistance to medical appointments. Services can include free public transit passes, mileage reimbursement, or shared-ride, door-to-door service when medically necessary.

Media Inquiries

DHS supports members of the media with access to public information, including interviews, documents, and background on DHS programs and services. Media inquiries can be directed to the DHS Public Information Officer at DHS-Media@AlleghenyCounty.us.

Right-to-Know Requests
