Community Action Plan and Budget
Allegheny County Department of Human Services (DHS) serves as the community action agency for Allegheny County (outside the City of Pittsburgh). DHS receives and manages the Community Services Block Grant (CSBG), a federally funded program through the U.S. Department of Health and Human Services, Administration for Children and Families, Office of Community Services.
CSBG funds support programs and partnerships that reduce poverty, address the causes and conditions of economic hardship, and promote stability and self-sufficiency in under-resourced communities.
Purpose of the Plan
The Community Action Plan and Budget outlines how DHS invests CSBG funds to support low-income individuals and families. The plan is guided by community data and resident input and helps DHS:
- Identify and respond to local causes of poverty
- Fund programs that promote housing, employment, and financial stability
- Strengthen community partnerships and leverage additional resources
- Ensure accountability in the use of federal funds
CSBG recipients must conduct a community needs assessment every three years and develop a strategic plan every five years to guide local priorities and funding decisions.
