The Department of Human Services (DHS), on behalf of Allegheny County, solicited Proposals for Out-of-School Time (OST) programs (henceforth referred to as OST Programming, OST Program, Programming or Program). OST programs offered a safe place for children to go after their school day ends (and during the summer as well) and generally offered academic assistance, supplemented with enrichment activities.
